Pin versions for R dependencies which aren't yet pinned #9

Devtools and biocLite can cause dependency issues unless they are properly pinned. At some point we should make changes similar to the ones in https://github.com/AlexsLemonade/refinebio/pull/752 to protect ourselves from R breaking this repo.
