Add all refine.bio downloaders to refine.bio downloaders #1000

Currently we only add folks who say they want to subscribe to newsletter. Based on the Privacy policy, we are allowed to send them surveys to improve refine.bio even if they don't subscribe to other communications.

Add them to a list on hubspot, so we can email the to collect feedback .

We can approach it similarly to https://github.com/AlexsLemonade/scpca-portal/issues/148:

Add everyone to 'refine.bio downloaders'
Create a new list for folks specifically subscribed to us.

Note: We have be able to differentiate between requests coming via MetaSRA, Python Client, and website. We should add users from each of those to their own list on Hubspot. Maybe not the MetaSRA folks... seems dicey
