Add a warning for datasets with Illumina samples #963

Problem

In the Illumina processor we have made some decisions that end-users should know about when they download a dataset with Illumina samples. We need to add a note and a link to the docs whenever a dataset contains Illumina samples.

This might end up being a little bit trickier than it sounds, because we have tons of submitter-processed Illumina samples that don't need this warning. What we really care about is the "Processing Information" image being Illumina SCAN, rather than the samples being an Illumina platform.
