Purpose/Implementation Notes

• Added the workspaces to include the refinebio-js package for the local development
• Created DatasetManagerContext and its hook useDatasetManager
• Defined necessary states and methods outlined in the issue

NOTE: The refinebio-js package is currently added locally using the workspaces. Once the package is included via the npm registry, the Vercel deply error will be resolved.
