200 - Implement the dataset is being processed view in UI after submission of the download email form

Purpose/Implementation Notes

Implemented the "Your dataset is being processed" view. Please see the latest UI here.

To test the feature, please use the following dataset Id or use any datasets you've created (the URL path should be VERCEL_PREVIEW_URL/dataset/DATAET_ID):

Expected behavior: After submitting the download email form to process a dataset (https://github.com/AlexsLemonade/refinebio-web/issues/196), the application will render the "Your dataset is being processed" view while processing that dataset.

(it matches the behavior of the current refine.bio)
