Fix: Adjust the regenerate dataset feature and UI data rendering

Related issue: #281

Currently, the regenerate dataset feature is broken in refine.bio, as well as in this refinebio-web repo (due to the recent implementation change in #286, the logic must be adjusted) and it needs to be fixed.

Problem or idea

Implement the regenerate dataset feature and render the correct dataset state in UI per download options change.
