Set up conversion tracking for Dataset Download #308

Context

Epic: https://github.com/AlexsLemonade/refinebio-web/issues/302

We can set up GA4 conversions to track a specific event or series of events to measure the frequency of particular actions that users complete on our application. Currently, a user's dataset download action is tracked as a conversion in the existing refine.bio (Refine.bio -GA4). We'll also set up that in the Refine.bio Web property.

Problem or idea

We should set up a conversion for the dataset download in refine.bio Web.

🗒️ Closing this ticket for the following reason: In Refine.bio - GA4, The dataset download conversion was set up as a series of page views. Instead, in Refine.bio Web, dataset downloads count will be tracked with a custom event with its corresponding token and the data will be available in the Dataset section (as a custom report) in GA4.
