Context

Resource: Next.Js: Migrating Existing Config

We'll update ESLint's version to the latest and migrate its config file for Next.js 13+.

Problem or idea

Based on the requirement above, update ESLint's version and config file in the project.

Solution or next step

Upgrade Eslint's version to the latest
Update theeslintrc.js config file:
1. Install eslint-config-next and add it to the extends property
2. Clean up any settings we no longer need.
Run linting to fix any lining warnings/errors generated
