Resources: Migrating Pages, Route Group

We want to add the following static legal pages to the app router:

License
Privacy
Terms

Problem or idea

As stated above, add new routes for the legal pages to the app router.

Solution or next step

Create the routes for the regal pages: license, privacy, terms in app
Convert components/shared/PageStatic ( a shared template for the above pages) to a route group layout (e.g., StaticPageLayout)
