Pinning R Dependencies #3170

The goal of this epic is to track efforts for pinning R deps for any Docker image that uses R. There are some unknowns that will require a proof of concept before committing to implementation. Those issues will be created and tracked here.

Initial Strategy will be based on: https://www.ccdatalab.org/blog/how-we-use-renv-to-be-in-two-places-at-once
