Purpose/Implementation Notes

These changes are related to my recent e2e tests troubleshooting (an attempt to run the dev stack in a non-default region).

It updates the deploy configuration:

Explicitly set docker commands platform option
Update S3 buckets ACL/lifecycle configuration syntax

Types of changes

Bugfix (non-breaking change which fixes an issue)

Checklist

[x] Lint and unit tests pass locally with my changes
[ ] I have added tests that prove my fix is effective or that my feature works
[ ] I have added necessary documentation (if appropriate)
[ ] Any dependent changes have been merged and published in downstream modules

Those aren't PR related. It seems to be the deploy box failure (rebooted yesterday).

Will re-run again soon.
