Standardize format_environment_variables input #3411

Problem or idea

Apparently after adding environment markers for Sentry tracking there is an overlap for ENVIRONMENT and STAGE variables.

Solution or next step

Simplify format_environment_variables usage, move all to terraform, get rid of duplicates.
