Staging API becomes unreachable shortly after deploy #3449

Context

Currently we are experiencing an issue with the staging API. Shortly after the API is restarted it becomes inaccessible both from the web and over ssh. This issue is to track the attempts at fixing this issue.

We need to gather information about why this is happening still. This issue serves as a way to connect the various PRs that attempt to either reveal information about the unexpected behavior or attempt to resolve the issue.

Bumping up the staging API instance seems to have resolved this
