• Bump sentry-sdk from 0.18.0 to 1.27.1
• Bump boto3 from 1.11.1 to 1.28.0
• Bump uwsgi from 2.0.18 to 2.0.21

Context: https://github.com/AlexsLemonade/resources-portal/pull/987 was failing tests because of incompatible dependencies. We want to include this update so manually fixing the dependencies must occur first.

Next Steps:

• After merging, rebase the dependabot PR and it should close on its own.
