This PR helps address the last few items needed to make this repo public. I'm adding back two metadata files that contained information about ScPCA samples that are not accessible on the portal. The main thing I did here was remove the submitter ID's and then the full paths to the FASTQ files. Let me know if I miss anything else that should be removed from those files.
I also cleaned up the readme's, mostly the main readme, by adding a section on the data storage and explicitly stating that data are in the private S3 bucket and you need to be a Data Lab staff member to access it. I did some slight reorganization with headers when doing this that I think makes it a bit easier to follow, but I didn't do anything too crazy.
