charm spell doesnt work on hostile mobs on tames tameable mobs

As discussed on Discord, this is related to Optifine messing with mobs AI in single player worlds. Charm uses LivingChangeTargetEvent and the Forge code that would fire it is probably overwritten by them. https://github.com/sp614x/optifine/issues
