Add user setting for setting language #43

This PR adds a feature for setting the language of the site on a per user basis:

@mate1213 do you know Vue? If so, contributions would be very welcome. I think this draft is a bit old, so might be best to start over.

I'm comming from C#, C++, C languages, so vue not quite my experties, but I'm willing to learn about vue. I use this project in my family, and this would be helpfull for the older people in it to use. Or if I have any option to change the default language at deployment right now with the latest version? That would also suits my need.
