希望增加自由拖动的API #147

效果就像是vue use里面的useDraggable（https://vueuse.pages.dev/core/useDraggable/#usedraggable），隔壁dnd（https://www.vue3-dnd.com/example/drag-around/naive.html）有的 咱plus也不能少(好吧 其实是希望plus有拖拽的完整功能 就不用引入多个依赖了)
