[ACS-6935] Remove mime4j dependency and bump tika version to 2.9.2 #946

LGTM. I assume we want to wait for the CF to be over first rather than introduce this now and have a new ATS -Ax so close to Testing Week end etc. We can introduce this improvement for the next release IMO.
