Update DB2 version checks to ensure 9.7 fixpack 3+ is installed #12

There's a bug prior to DB2 9.7 fixpack 3 that jBPM tickles.  The EVT needs to 
check that at least fixpack 3 is installed. Note: Alfresco Enterprise is now 
certified against fixpack 3a - it might be worth checking that version 
specifically?
