Josephus Problem recursive #442

Hello, I am Abhishek, a GSSOC 21 participant. I have doing competitive programming for a while now. Mostly in C++ I want to include the josephus problem code. There is no recursive code for josephus problem, please assign this issue to me so that I can work on it.
