Finish the Bulletin Board
[ ] change button text to add post
[x] Make bulletin form appear upon login
[x] Move the bulletin form into the modal
[ ] Transfer code from form into modal
[ ] Add the new form entries to the top of the div
[ ] on submit click of the form, data gets saved to database,
[ ] when the form closes and the Bulleting component should refresh with new post
[ ] update colors to match them of overall site ( ask Vic about this )
