Ease adding command process #3

Currently adding a command during a pentest is done as follow:

Commands -> add command
[if local manual launch ] Change local config file config/tools.d/tools.json to add it.
[if remote or auto scan wanted] Stop worker. Change worker config file config/tools.d/tools.json to add it. Restart Worker.

Desired feature:

Remote edit of worker config/tools.d/tools.json so you don't have to access the docker and restart the worker.
local config/tools.d/ folder could appear in settings
