Lua API: Expose retreat time of game schee #835

It seems the Lua API currently does not expose the retreat time, at least I was 
not able to find anything about it in the wiki.

So I request to extend the Lua API so that Lua scripts can query the retreat 
time of the game scheme.

It was just me.
The retreat time is called "GetAwayTime" in Lua an its a percentage.

You can close this issue now.
