Add Scrolling for Long Hedgehog Names

Hi, Star and Moon here, I may have added this issue before, but I realized it 
wasn't changed in the latest version and I couldn't find it in the list so I'm 
adding it anyway.

Instead of just cutting long Hedgehog names short, the the name should scroll 
so you can read it all without having to change the size of the name box.

Yes, add this, please. This sounds like an acceptable compromise between 
preventing arbitrarily long tags and not being able to read those names.

Easier thing to do would simply be to turn off long name clipping for the 
masochists who want this, as a pref.
I'll get to that.  With any luck they'll encounter some of the lovely people 
who had names that filled the entire screen before, and they'll see why this 
was a good addition.
Not a fan of distracting animations everywhere when taking my turn, so if 
someone implements that, would like it pref-guarded too.
