Barrels don't bounce on rubber when falling straight down #962

What steps will reproduce the problem?
1. Start a test game with infinite hammers and many barrles and land girders 
enabled
2. Place a rubber somewhere below a barrel
3. Hit the barrel with a hammer

(Also try to experiment with different rubber directions)

What is the expected output? What do you see instead?
I expect the barrel to drop onto the rubber and then bounce. Instead the barrel 
just seems to collide normally and take fall damage, possible exploding in the 
process (if the fall damage was high enough).

For comparison: Whipping, punching or hitting a barrel with a baseball bat onto 
a rubber will make the barrel bounce.

Nemo said this is because the barrel is in “tumbling state” (or something 
like that).

What version of the product are you using? On what operating system?
r6e866be63b1d and 0.9.21 on GNU/Linux.
