"Wind influences almost everything" game modifier is not displayed in [Esc] menu #963

What steps will reproduce the problem?
1. Configure a game with “Wind influences almost everything” active
2. Start a game
3. Hit escape

What is the expected output? What do you see instead?
The [Esc] menu should show the game modifier (because it is fairly unusual) but 
it doesn't.

What version of the product are you using? On what operating system?
0.9.21 and r6e866be63b1d on GNU/Linux.
