统计fp_loc的时候为什么不考虑正确的类别？另外tp,fp_cls,fp_loc三者和不等于1，代码中的逻辑是不是有问题？

@ttaohe 您好，三者和不等于1这个是IOU判断逻辑那块的原因，具体还要再查查，但在COCO实验里是能对上的
