Configure warn, crit, min and max #263

Allow to configure:

warning and critical sending (True/False) to Graphite/StatsD
min and max guessing (True/False) if none exist
min and max sending (True/False) to Graphite/StatsD

At minimum, those parameters should be included in the TSDB configuration (Graphite, Influx). As such, we would be able to define the sending on an instance basis...

Note that those metrics are only sent if some data exist in the provided performance data. For Reading=0;;;;, only Reading is sent For rta=0.083000ms;10.000000;15.000000;0.000000, rta, rta_warning, rta_critical and rta_min are sent.

The feature commented in this issue would allow to never send warning, critical even if they exist in the performance data!
