The new setup process uses the common alignak_setup library:

configuration files can be parsed for Alignak main configuration variables
configuration files are ignored if they exist (or backed-up according to environment configuration)
better documentation

Tests are still broken, but it is because of the current Alignak develop branch ... it does not yet include the freshness_state parameter :/
