Log raised when Alignak backend import is processing... #73

Avoid to raise this log when importing data into the backend. We should raise a simple alert to inform that the backend objects will not be retained ...

[2017-04-01 13:45:13 CEST] ERROR: [alignak.module.backend_arbiter] Alignak backend connection is not available. Skipping objects load and provide an empty list to the Arbiter.

This seems quite difficult... because the alignak-backend-impoirt script sets an environment variable to inform that it is currently running but this variable is not visible in the arbiter backend module :/
