Identify hosts/services that are not monitored

When an host/service do not have active checks nor passive checks enabled, it is not monitored by Alignak!

The WebUI should identify those hosts and services to inform the end-user about the non monitored status ot those items.

• create a new WebUI status for the hosts/services: NOPE
• add some commands to enable/disable active/passive checks
