Website regression: navbar anchor ID does not update #108

Steps to reproduce

  1. Go to a page e.g. https://goattack.far.ai/human-evaluation#contents
  2. Click on a link in the sidebar e.g. "Human exploits KataGo".
  3. Observe that the page navigates to appropriate section, but URL in address bar is unchanged (still "#contents", rather than "#human_vs_kata100k")

This is a regression as it behaves correctly as of PR #102: https://deploy-preview-102--goattack.netlify.app/human-evaluation#contents

@tomtseng probably an easy thing to fix with the new ToC
