Improved CI

This pull request implements various improvements to the packages CI. These include:

• Addresses #6 by adding a basic workflow for publishing the package to pypi.
• It also provides a workflow for publishing the docker images to GitHub packages.
• Adds configurations for bumpversion
• Improves the linting of the repository by switching to a faster linter known as ruff and adding linting to the pre-merge checks.
• Unit tests are now run within the image produced by building the provide Dockerfile.
