Create "Local Representatives" Section for About Us Page

## Feature Request We need to introduce a 'Local Representatives' section on the 'About Us' page to showcase our team members across different locations.

## Layout Specification

• The section should present team members in a grid layout, sorted by city/region.
• For each city/region (e.g., Lviv, Ivano-Frankivsk, Kharkiv), there should be a dedicated sub-section with a header indicating the city/region name.
• Each team member's card within a city/region should include placeholders for an image, the name, their title (e.g., President UPSA), and placeholders for email and phone number.

## Design and Functionality

• The design must be consistent with the current aesthetic of our website and use responsive design principles.
• The grid must adapt to a varying number of team members without breaking the layout.

## Content Structure per Team Member

• Placeholder for Profile Image
• Full Name
• Title: [Position within the organization]
• Placeholder for Email
• Placeholder for Phone Number

## Acceptance Criteria

• The 'Local Representatives' section accurately displays a list of cities/regions, followed by team member profiles corresponding to each area.
• The design is responsive and functions correctly on all devices.
• The section should allow for easy addition or removal of team members or changes in their details.

## Additional Notes

• Ensure accessibility standards are met, including proper alt text for images and readable fonts for text.
• Testing should confirm that the section loads correctly and that there is no overflow or alignment issues on different screen sizes.
