Add automated tests for check #88

Build some automated tests for the make functions, prep functions, and possibly for autoupload if we can figure that out may be required for CRAN submission

checks for get_ipeds_unitid, apply_upload_format, all prep scripts, and for all of the make functions now exist. woohoo!!!
