User accounts and permissions

All images will be shared among all users. Since this is company image storage, not individual user storage.

Role based permissions:

• [x] admin
• [x] create new user
• [x] upload/create
• [x] delete
• [x] clear recycle bin
• [x] add tags but not upload photos
• [x] download only
• [ ] view edited photo only (not the unedited files)

@AshrafAkon That would be only View + Download permissions. No ability to upload, tag, delete, etc.
