asl-say should be able to speak the current weather conditions #69

We have a number of users who would like their nodes to be able to report the current weather conditions. We should investigate providing this functionality.

The reported conditions need not be detailed. A simple "sunny 90 degrees" would be sufficient.

This would be tricky as a lot of the words you'd need to express weather won't be available in the default sound library. We could create them with a TTS service but it wouldn't sound identical to what we have now.

I have a solution for this following the asl3 release.

To have the temperature announced at the top of the hour in addition to the time. I would like to know if this can be done in the new ASL3. as an enhancement to ASL3? I have the time working but no temperature announcements. Thanks in Advance Bob - W0NQX
