app_rpt: Assertion in send_newkey #274

Unknown issue. Please retitle as appropriate.

This system runs nothing but three DAHDI/pseudo nodes. Two of the three node are in constant state of reconnecting to 2 to 4 other nodes due to network and remote node issues.

There are a few related issues (e.g. #127) so this is almost certainly a duplicate, but I'll leave it open for now.
