chan_echolink: Refuses to load if it cannot perform a dns lookup for the aprs server address #309

I have discovered that chan_echolink refuses to load when it cannot perform a dns lookup for the aprs server address. This generally shows up after a power outage.

The driver should continue to operate and attempt to resolve the dns when it attempts to send an aprs update every 10 minutes.
