Node-setup script: remove call sign requirement #39

Remove node-setup check requiring a call sign, because:

Hub nodes don't need to ID
Voice (radio-less) nodes don't need to ID
Voter nodes use for IP linking don't need to ID
Services other than ham radio may not need to ID
It's not the responsibility of ASL to enforce ID requirements

To do this I am thinking that we'll need to start with a change to the app_rpt "rpt.conf" file. Specifically, the "idrecording = |iNOTSET" line in the template needs to become a comment. Then, optionally, add the same (commented) setting to the [1999] section.

Else, there will be confusion about whether the callsign (idrecording) is "" or "NOTSET", both of which would be displayed as blank.

Figured out how to do this without "rpt.conf" changes :-)
