Block Breakers bypassing FTBU claims #19

Users have reported that an ActAdd long-ranged breaker is able to break blocks inside an FTBU claim on the ATM2 server. This should be tested (other breakers as well) and reported to all applicable mod trackers to be addressed/fixed if found to be true.

Also Computality turtles can be programmed to enter claimed chunks and break things if fakeUsers is enabled in FTBU claim settings (almost always is). Reported here: https://github.com/NoMansMinecraft/Computality/issues/6

to add on to the computality one, they dont care if fake users are enabled, they just barge right in no matter what, so definitely needs fixing by that mod creator
