1 month ago i already removed all the enchants, its still makes it fortune 4. I've already put a new world fresh world in my server and its still makes to fort4 to fort3.

What happened?
okay in singleplayer, I CAN enchant fortune 4 onto a pickaxe, but on my SERVER, i cannot enchant more than the vanilla cap. when i try fortune 4 on a pickaxe, it stops it at fortune 3 in my minecraft server. i dont know if its any config or if u guys can lend me to the config where i can change would be very helpful. at this moment, i really cannot tone the problem to the minimal of which folder because there is tons!
