[Bug]: Inconsistency for Dyenamics Concrete Powder Recipes #1851

What happened?

The mod Dyenamics adds extra dyes and concrete variants. Some of the concrete powders cannot be processed using a Thermal Dynamics Fluid Encapsulator while some can. This is an inconsistency. I've provided a screenshot example of the issue. The included Dyenamics concrete powders that cannot be processed are: Conifer, Wine, Icy Blue, Navy, Rose, Spring Green, Ultramarine, Honey, and Amber.
