Had the same issue - found out that the force rod is not enchantable (did not help to solve the issue ...)

Combine two force rods together in a crafting window and then enchant. I just had to deal with this the other day and found that it worked.

What I did: Craft two NEW Force Rods, combine them together in a crafting window, and then do the enchant. For whatever reason it worked for me. I found the solution on a forum and decided to try it. Its a bug with Force craft as far as i can tell that has been known about for a while.

If need be i can try and find the link to the forum that gave me this answer. just happened to come across it when i hit the same roadblock you guys are at
