2 years ago I'm having this same issue, I ran the ServerStart batch file and had almost character for character the same issue except the forge version is a little newer and I'm trying to create an Enigmatica 2 server instead of a forever stranded server. Did you ever figure out the issue?

I want to start a Server with my friend with this modpack. But when I start the Server this pops up. I have no clue what to do. I already edited the setting folder where it says "FORGEURL" and changed it to: https://files.minecraftforge.net/maven/net/minecraftforge/forge/1.10.2-12.18.3.2511/forge-1.10.2-12.18.3.2511-installer.jar; This was recommended by many sites. but it still shows up this error:
