Weather needs to be reset to clear after the game #119

In the post-game cycle, when we set everyone to Spectator, the Weather should be cleared

Tested, and uncertain if this is working correctly, Needs further checks that weather is applying correctly to the current game, and clearing after the game.

Removed Arena ceilings in dev environment

Need to check that Weather clears after the game once testing environment has been moved to 1.19.2 and the current dev environment
