Write backup and teardown functions #13

Handled on the DatasetDatabase object most likely. Maybe on the Constructor.

Drop schema exists so I am marking this as complete. Backups are inherent in postgres / when you set up a postgres database you should setup backups. Locals can just be directly duplicated by the file.
