Create final VBN 2.0 release data/metadata #2561

Once we have fixed all of the bugs in the VBN data files, generate the final set of metadata tables and data files and publish them to the S3 bucket using informatics_data_release_tools.

Currently modifying the metadata code to handle the behavior only VBN sessions.

Metadata creator has been updated to handle the behavior only files. Had to modify slightly due to produce consistent file_ids but once that was done, it looks to work and has already been used to test upload data to a staging area. Awaiting okay from Corbett regarding the NWB files to create a final metadata set.
