Jupyter notebook instance to access data on AWS gets stuck and fails during creation #2688

Describe the bug I've tried to create a Jupyter notebook instance to access the raw data from the Neuropixel probes in the visual coding dataset following the instructions provided here. However, the stack gets stuck during the creation stage and fails because it exceeds the time limit for creation. This happens both when I create the stack via the launch button and when I create it via AWS CLI.

Actual Behavior I've attached screenshots displaying the log and error messages I receive.

I'm having a similar issue without AWS - just getting stuck during download.

We've updated the CloudTemplate yaml file and tested using the link on the AllenSDKSDK/AWS OpenData webpage. Testing with an AWS account, we were able to launch the sagemaker notebook and run the examples.
